AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has stated, raising alarms about a possible risk to democratic processes just eight days before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog explained in a report released ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these parties, the report indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be closely watched around Europe for the showing of the PVV.

The far-right party of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
